Round Table Conference on Retention Of Telangana High Court And Welfare Of Advocates

Hyderabad – 17th Feb 2024

Today on February 17th we advocates have gathered at media plus auditorium to mark protest against shifting of High Court and how the shifting does affect the fraternity.

1. Centrally located: The High court of Telangana is located in the heart of Hyderabad city and this is the very prestigious building one of its kind in the Indian Sub-Continent.

2. Traffic chaos: The city civil court Hyderabad: The metropolitan criminal courts

Hyderabad: The Metropolitan Magistrate Courts Hyderabad; The Family Courts Hyderabad; Consumer Forum; Debt Recovery Tribunals; Wakf Tribunal; LB Nagar Courts; Secunderabad Courts and many other Judicial and quasi judicial forums are very well set up to cover the distance from these courts to the present location of High Court in time; now for instance if the High Court is shifted to Rajendranagar which is located on one side on the out skirts of the city of Hyderabad; then the Advocates who wish to attend the High court from the other courts they cannot reach the High Court in time due to traffic snarls; due to which the Advocates are at loss and the clients connected to the cases are also at loss.

3. Connectivity: The present location of the High court is very convenient to reach for the persons who come from other districts apart from Hyderabad through RTC; trains and the proposed metro rail and also by other means of transports.

4. Burden on the State Treasury: The cost of construction of the new proposed High Court will be burden on the State Treasury as the present government is running on the deficit budget.

5. No connectivity: The proposed location of High Court do not have sufficient means of public transport system. The roads are not well connected to reach the proposed location of High Court.

6. Patta land: The lands identified for the proposed construction of the High Court is a patta land and not Government land. There are multiple claims on these lands and without the government moving acquisition proceedings; the government cannot and shall not pass any order for the proposed construction.

7. No Consultation: The present government has passed orders without consulting the Advocates and there was a proposal from the previous government and after due consultations with the Advocate fraternity the previous government shelved the project as the Advocates protested against such shifting.

8. Proposals: The core reason for shifting is the insufficient and choking parking place for the vehicles of the Advocates and as well as for others. The government can take steps to create parking place in the adjacent City College grounds as they did earlier by providing the parking place by removing the government maternity hospital.

9. Construction of Bridge on the Musiriver: The government can construct a bridge over the adjoining Musi river to provide parking of vehicles like the RTC constructed a huge building near the Imbliban Bus Stand.

10. Integrated Court Complex: The government shall have made the proposal for integrated court complex by centralizing all the courts under one complex as the there is also proposal for shifting of Metropolitan Criminal Courts.

As the general elections are approaching out meeting with the Chief Minister of Telangana got delayed and we shall hold a meeting with the Chief Minister on this issue after the elections raising issues of Advocates specially the Advocates Protection Bill and stipend to the young Advocates till ten years of their practice including shifting of High Court.

We strongly protest and condemn the shifting of the High Court to Rajendranagar area and we support to retain the High Court at the present location.
