The Union Cabinet has approved an additional two-year engagement period for the 75 per cent of Agniveers who are not selected for regular enrolment after their initial four-year term. The decision, announced by the Ministry of Defence through the Press Information Bureau on November 4, creates a second route for eligible personnel to continue serving before being considered for regular enrolment under prescribed selection criteria.

The change modifies the exit pathway under the Agnipath scheme, which was introduced in 2022 with a four-year engagement period. The government says the second engagement will carry higher remuneration, an enhanced Seva Nidhi package and seniority benefits. Detailed service-specific implementation rules will be important in determining how the new arrangement works in practice.
What has changed under the Agnipath scheme?
Under the original framework, Agniveers served for four years. At the end of that period, up to 25 per cent of each batch could be enrolled in the regular cadre, based on merit, performance and the requirements of the Armed Forces. The remaining personnel were expected to complete their engagement and transition to civilian life.
The Cabinet-approved change introduces another stage for those in the remaining 75 per cent:
| Stage | What the revised arrangement says |
|---|---|
| First four years | The existing Agniveer engagement period continues. |
| Regular enrolment after four years | Up to 25 per cent are to be offered regular employment on merit, as envisaged earlier. |
| Second engagement | The remaining 75 per cent are to be offered another two-year engagement period, based on their willingness. |
| After the second engagement | Agniveers will be offered enrolment as regular soldiers, subject to willingness and meeting the prescribed selection criteria. |
The announcement therefore creates a possible six-year service route for those who enter the second engagement. It does not mean that every Agniveer automatically becomes a permanent member of the Armed Forces.
Does the new decision guarantee a permanent job to all Agniveers?
No. The Ministry of Defence’s statement makes enrolment conditional on the individual’s willingness and on meeting selection criteria. The first 25 per cent continue to be considered for regular employment after the initial four-year period. The remaining 75 per cent receive the opportunity for a second two-year engagement and, after completing it, a further route to regular enrolment.
The wording matters: the Cabinet has created a pathway, not announced automatic absorption irrespective of performance, organisational requirements or selection standards.
Will Agniveers receive higher pay and benefits?
Yes. The PIB announcement says the second engagement will carry higher remuneration, an enhanced Seva Nidhi package and seniority benefits. It does not publish the revised pay figures or a detailed calculation of the enhanced package. Those amounts and the method of implementation should be checked against the formal service instructions when they are issued.
Why has the government made the change now?
The announcement follows the Armed Forces’ assessment of the first four years of the scheme. The Ministry says the review considered organisational requirements and operational efficiency, as well as Agniveers’ skills, fitness, motivation and technological adaptability. It says the second engagement is intended to align the aspirations of personnel with the needs of the services.
The decision comes as the first group recruited under Agnipath approaches the end of its initial four-year engagement. Hindustan Times reported that more than 18,300 Agniveers were due to complete their initial term by December 31, 2026. That figure is reported by the newspaper and is not specified in the PIB announcement.
What should serving Agniveers and applicants watch for?
- Formal instructions from the Army, Navy and Air Force explaining the selection and willingness process.
- Service-specific details on the second engagement, including pay, Seva Nidhi and seniority.
- The criteria and process for regular enrolment after the additional two years.
- Official communication through the relevant service and recruitment channels, rather than unverified social-media messages.
The November 4 PIB statement confirms the Cabinet decision and broad framework. It does not set out a complete application procedure, individual eligibility timetable or revised pay table. Agniveers should wait for the applicable service instructions before making decisions based on unofficial summaries.
